Create(Shape: IWxShape; CPIndex: Integer; Cancel: Boolean);
Shape is the workspace object, the end point of which should be shifted.
CPIndex is an index of the end point, that should be shifted.
Cancel is a parameter, that determines whether the shift of the end point takes place.
The Create designer creates the event argument, that takes place before shifting of one of the end points of the connecting line.
